Chelmsford, MA (March 28, 2026) – Authorities have identified and arrested a suspect following a hit-and-run crash that left a pedestrian seriously injured on Wednesday, March 25, in Chelmsford.

Police and fire crews were dispatched around 3:25 p.m. to 228 Billerica Road after reports that a vehicle struck a pedestrian in a parking lot and fled the scene. Upon arrival, first responders found an adult female unconscious with serious injuries.

Emergency personnel provided immediate medical care and requested additional resources due to the severity of the situation. A medical helicopter was initially requested, and a landing zone was set up nearby. The victim was ultimately transported by ambulance to Lowell General Hospital before being transferred to a medical flight and taken to Lahey Hospital and Medical Center in Burlington. Her current condition has not been publicly disclosed.

Chelmsford Police issued a BOLO alert for the suspect vehicle. Following an investigation, officers identified the driver as 37-year-old Steven Mullen of Clinton. He was located later that evening in Lowell and taken into custody without incident.

Mullen faces multiple charges, including assault and battery with a dangerous weapon on a person over 60, leaving the scene of a crash causing injury and property damage, reckless operation, speeding, failure to grant the right of way, and a stop sign violation. He is expected to be arraigned in Lowell District Court.

The crash remains under investigation by the Chelmsford Police Department, with assistance from the Middlesex District Attorney’s Office.
